Deflation should logically result in negative interest rates but this would be hard to organise in practice. A small fee to the government to look after your money whilst the value of that money rose?

It is interesting that bank lending rates to small business have not dropped, being still over 9% heavily secured by domestic real estate. The banks have plenty of money, but are in no hurry to lend, and certainly not compete. Are they simply scared stiff?
